Because it has the power of an aggressive slap. It isn't even passable on silver without landing all headshots.

Actually no, you can test this by shooting all bullets in a clip at a fixed target between the Viper and N7 Valiant. The N7 Valiant is clearly more accurate than the Viper. Dont use a GI for testing  as it improves the accuracy of both guns.

No I am not, N7 valiant is both more accurate & more stable as well as having a higher rate of fire than the Viper. It is better in every way.

This is because of console auto-aim.

Also If the viper is inaccurate, the crosshair would be on their face, but the bullet would miss, auto aim or not. 

The valiant may be more accurate if it has a more powerfull scope. But I can't remember if it has or not. But even then, it would only be fractionally better,

Viper's accuracy is not that bad compared to other types of guns but as a sniper rifle it's accuracy is less compared to other high precision sniper rifles in the game and that is the main reason people tend not to use it much because it just feels unreliable.

The viper is fine and comparing it to the valiant or the indra is a bit off. Both of them are UR when the viper is an uncommon.

I personally like the viper with operative package on a salarian engineer/infiltrator. Plus I've go like 50 sniper amp 3...

As a mostly silver player I've found it pretty capable yet I am in no way a great headshotter. I recall scoring surprisingly well with it given I hadn't used the Infiltrator class that much prior to my last outing with it. On the other hand a lot of my commendation packs rewarded me with Valiant upgrades so I've got that at X and it's a nicer weapon. Then again it is an UR compared to the Viper, an uncommon.

It's my preferred weapon on the SE (6/6/6/6/0 build):

It's light, if you take SR weight reduction at tier 6 on the passive you can keep 200% CD.

Being a SR it always applies ammo effects - use Disruptor/Incendiary Rounds; you've got Energy Drain or Incinerate to detonate with.

It actually synchs up nicely with the CD on Incinerate. When taking down an Atlas for instance:
Incinerate > shoot x 3 > Incinerate > shoot x 3 > Incinerate > reload > repeat
With Disruptor rounds that's nice regular Tech Bursts.

I don't really use it as a primary source of damage, although you can still take down 2 gold Marauders before reloading (especially if they're staggered by Disruptor rounds), but as an accurate, long range Tech Burst primer ... in that role it's brilliant *shrugs*

Its not a bad gun, but its not a great gun. It lacks machismo. You know - scarface style.

Two-headshots Geth hunters on Plat. If you specialised sniper and concentrate on mooks, the rest can focus on killing bosses. It all depends on skill level you have

It's an uncommon weapon.
For how easy to acquire it is, it has very good sustained DPS.
Also with the right mods, it will take down most enemies with one/two headshots.
The Viper is to the Valiant, what the Mantis is to the Javelin.
