Ultimately, the fact that there are mages who think the Circle really isn't such a bad place to live in; even in Kirkwall; presents evidence of the existence of a third viewpoint. If violations and similar things were as rampant as it is suggested by people like Anders, then no mage would support this viewpoint.
I mean, Bethany is really, really cute. But she wasn't touched in all her time in the Circle either for sexual or punitive purposes.
That doesn't mean mages like Alain don't have a point; both Bethany and Alian can be right.

Bear in mind she's the sister of a noble, or the Champion.

Alrik was one Templar. His plan of Tranquilizing all mages was unfeasible. It doesn't matter how little Meredith may or may not care about mages appearing Tranquil all of a sudden; if that is what happened, Alrik could have been coming up with excuses; eventually the very Chantry would step in once the Tranquil were close to becoming a majority.The Ethereal Writer Redux wrote...

As for nobody in Kirkwall being 100% responsible for the evil they do, don't forget that Cullen managed to stay relatively moderate in that city, despite having been traumatised to the point of paranoia in the last game. If he can manage to do a 180, that seems to be a hint that one can be a relatively good person despite the city. And Thrask managed to do okay as well. Aveline... isn't really competent, but she keeps a moral center, and she isn't really alone in that latter bit either.

And Alrik was getting away with it, and had been for years. Without any evidence that he was being investigated or his own subordinates. If he was eyeing Bethany, it was only a matter of time before he acted on Bethany, and nothing would be done about it.
Bethany only becomes important to Meredith after Hawke becomes the Champion, as she's something to be used to guarantee the Champion's cooperation. If Hawke mentions that he doesn't want to work with Meredith, she subtly threatens Bethany with tranquilization.
