Well, Anders seemed to think it belonged to them. Either way, him showing up basically relied on him trying to steal his phylactery. If he decided to follow the law, he wouldn't have to worry about it and Rylock couldn't ambush him.
Yes, the intent was indeed to steal the phylactery, but he didn't actually commit any crimes because there nothing for him to steal at all.

And most of the time they can't comprehend what the world outside the Fade is like so they go crazy.
Not to mention that Spirits and Demons are all simple minded, only really comprehending one aspect of the mortal world so unless there is some situation like the Architect and the Darkspawn then the spirits of the Fade are going to be treated like the Old God controlled Darkspawn.

I sort of can't because my existence does not revolve around one aspect of thought like Justice, Hunger, Faith, or Audacity. It's never good to be so hung up on one thing all the time.
And what about the Mage themselves, don't they have a say about their own body? I don't think it's right to forceibly or trick another person into giving up their freedom and life just so you can go on a sightseeing tour.

But demon's want the power they had in the Fade while in the Mortal wrold. That's why they go after Mages to posess. Why should they try to posess the magically inferior Templar when they can posess the stupid mages trying to get demons to posess non-mages?
