Cullen wanted to be a templar and knew what he was getting himself involved with whereas the mages are being kidnapped from their loving homes to be involuntary sent to the Circle against their will. This will produce a lot of resentments by far.
If cullen could not mentally handle a riot in a professional manner then he needs to find another career path.
