But it does fall under the very definiton on what the Dalish claim they want to achieve, which can be summed up into 3 parts.
1. Relearn and restore their ancient culture and technology that was lost.
Merrill is doing this by studying the eluvian and trying to build it.
2. Reclaim a homeland for all elves.
Let's say every clan did have one, and one clan got land (like in Origins) they could let all the others know very quickly, so they could populate it and set about defending it without sending out runners to let nearby clans know, and the news could spread much quicker.
3. Teach the city elves that which was forgotten.
The eluvians use here would be kind of iffy.
But the eluvian can be tied into 2 out of the 3 parts of the Dalish mission, or what they claim is their mission. I say that does help the people achieve their stated goals.
Does it help them retake a homeland or remove racism? Nope. But it doesn't have to do that in order to help them overall.

She does, but she specifically says it leads to a place beyond the Fade, and she says getting her eluvian to work as it did was very difficult, so it's hard to say if she went to where another active eluvian is (and Finn would know where they are thanks to the ritual done in Witch Hunt) or if it leads into another realm entirely.

The refusal of the Dalish to surrender their religion or their culture isn't a flaw, and with templars hunting them down and Andrastians intolerant towards heathens, their way of life is currently a matter of survival. I'm not sure why some think the Dalish should forefeit their past.
