 For those of you who, like myself, were stuck in a load loop once they tried to launch an attack on the Illsuive Man's Base here is the work around:

1.) Make a quick save before attempting the mission
2.) Using Horizon export your save from your usb and then open it using Gibbed's save editor
3.) Go to the bool tab and activate the following flags (Plot IDs should be set to true and you will need to change the variables for the Plot Ints):
End001,                 PlotIDSet=(20894,19290,19286),PlotIDClear=(),PlotInts=((ID=10185,V=26),(ID=10303,V=25)),PlotCond=())End002,                 PlotIDSet=()           ,PlotIDClear=(),PlotInts=((ID=10202,V=21)),PlotCond=())End003,                 PlotIDSet=()           ,PlotIDClear=(),PlotInts=((ID=10203,V=22)),PlotCond=())4.) Save the file you just edited
5.) Using Horizon replace the quick save on your memory card with the one you just edited in Gibbed
6.) Load the quick save and then attempt the mission. The cutscenes will be glitchy and you will bypass the Illusive Man's base mission but it will allow you to continue on to the Priority: Earth mission. Enjoy and please pass this on to any friends who may be stuck.
