Why would you spec these characters for power damage?

Well, about Fury, its main atraction is the constant Biotic Explosion thing and that's not related to the passive tree.
You can do exactly that by spec'ing into weapon damage, take your Warp ammo and see how you strip shields much faster.
The difference with the cooldown is hardly noticeable depending on what weapon you are using.

I've been able to be effective on Gold on PSN just using a Human Sentinel with whatever fast-cooldown weapon I have handy, and I don't need to unlock any kits or weapons to do it.
That's why I wrote the thread in my sig. Because it's a better option than teaching a bunch of newer players bad habits by having them jump to higher difficulties using Juggys or an AIU.
A more important question: Why would anyone want to discourage the practice?

Looking at the Asari Adept's rank 4 evolution choices, it actually turns out that weapon damage doesn't really come out very far ahead.
Even if you're using a Hurricane X, it's about 55 DPS theorycrafted which means even smaller of a gap in-game.

Seriously though, the Bonus Power Damage part is cute, but unnecessary. It's the Force and CD bonuses which matter. Now, if the Weapon Damage evolution option gave more than just 7.5%, say... 10% 0r 15%? Maybe then we'll have a race.

Because as far as being optimal goes, most casters don't need the extra power damage.

You're not making it into a weapons kit, you're just giving it extra weapon damage since the extra power damage doesn't help nearly as much.
