I dont think im the only one that completed the game before the quest bug patch was out, I completed all expect the Who Needs Rescuing. I like to do all the  quest i find. Should i start new game or see if i have an early save file? This will be alot of hours back in time. After I watched the E3 trailer of Dragon Age: Inquisition I start thinking to travel back in time and undo my wrong choice i did in the past:P
I know the quest is in last chapter, but I did all the dlc after i completed the game. And in my save file i have 4h16min and the next is 31 hour. And my last is 57h after i have searched every corner of the game.

Edit: i found an early save were i can complete the quest, so now i just need to play from there. Now i hope it have some effect, dosent need to be something major if it have any impact. It was just for my satification:D

I wanna help the kind blood mage, not tell the guards were he is hiding. Is that in chapter 3 to? The one that took blood from a female and never intended to do any harm if i remember corectly.

We don't know yet what quests will have an impact in Dragon Age: Inquisition. SPOILERS BELOW!

"Who Needs Rescuing?" is kind of a funny quest, because by the time you get there, the girl has already been "rescued" by Feynriel, that half-elf dreamer you sent to Tevinter. And by "rescued," I mean he used his powers to drive the girl's kidnappers insane and kill each other. The girl, who's now in love with Feynriel, runs off talking about how she will try to find him.

I'd be willing to bet Feynriel will show up in DA3 with his new girlfriend, but like I said, I don't know for certain. It probably won't matter.

By 'kind blood mage,' I assume you mean Gascard Dupuis, who you meet at the start of Act 2. Gascard actually plays a role during All That Remains, that quest where you try to find your mom. If he's alive when that quest starts, you can go to Darktown (you'll have to search for him a bit) and ask him to perform a blood magic ritual that will help you track down the mage who kidnaps your mom.

MORE SPOILERS!

If Gascard goes with you to Quentin's lair, you'll find out he's actually not so nice after all; he's really Quentin's old student and he wants to kill his teacher so he can steal Quentin's research. Quentin will offer Gascard to come back as his student. Hawke can either talk Gascard into fighting Quentin or just kill him. (Varric might also kill Gascard if he's with you.)
And if he's still alive after All That Remains, you can go to Darktown again and meet up with Gascard. If you have Fenris or Aveline beat him up, you can learn he lied to you about having a sister. You can then kill him or let him go.
Gascard might show up in DA3 if he's still alive, but there's about five different ways to make sure he's dead.
