Though the fact his introduction constantly brought the latter fact up -and- gave you a hefty rep hit for rejecting him also helped alienate a lot of players. On top of that whole character bait-and-switch thing.
I think Zevran does the same thing. Though there may be a dialog option that avoids a disapproval hit with him.
Zevran's is trickier to hit, since his isn't in the very first conversation after you recruit him. You've also got several chances beforehand to let him down gently, without telling him "Ew, go away" like you're forced to with Anders.
Actually, with Zevran, the only thing he does is the same thing every other LI does -- ask you to go to the tent if you haven't once you hit a certain approval level. You have to have the romance started for this to happen.
And, with Zevran, every time you accidently hit a romance starter line (and granted, there is a romance starter line in just about every dialog with him -- the same as Alistair if you're female), his line immediately afterwards will be confirming this, and the warden can always say that he/she is not interested in this.
Now, the problem came in for people when they went for maximum approval because starting the romance of course gave you much higher approval, and also, if you accidently started it and then when Zevran would confirm the romance, if your warden was all, "I didn't mean THAT" you would get an approval hit. But if you made it clear from the beginning that you had no interest in him, this cut off all possibility of romance, forever, and the romance starter lines disappeared.
But whatever -- people were LIVID when they ended up in the tent. Not all -- some thought it funny, some thought it sweet, but there were plenty of very loud people complaining about being tricked.
Somehow, the people affected by bugs like the Leliana ninja-romance bug and the Leliana-breakup-doesn't-work bug were often annoyed at this, but there was not the outright anger that so many of the Zevran-massage-getters had.
With Anders, you didn't have to have to ever have flirted with him to get his flirts -- this is different than Zevran where the warden has to flirt first.
