I don't think this is true, I played a mixed Shepard on my last playthrough, and passed all the persuasion checks, even the one involving Legion/Tali. I remember because I was very surprised I did, I was convinced I'd fail at least the Legion/Tali one, which I did on my almost pure renegade playtrough.

Maybe it mattered that I played a mixed Shepard in ME1 too. Or maybe it was that I imported a character from ME1 with 12 charm and 12 intimidate.

This is what likely made the difference.  Those ME1 points give bonus ME2 paragon and renegade points at the start of ME2 and they do not get included in your maximum possibl for each score in ME2.  Thus (esp early) it's possible for an imported Shepard to have more Paragon (or renegade) points than possible and thus get all checks.

In my last playthru, I had approximately 550 Paragon, 68 Renegade and 621 Reputation points, according to Gibbed.


As well as re-writing the Heretics, Tali found not guilty without using the data about Rael'Zorah, peacefully settling the dispute between Tali & Legion in the AI Core, Rescuing Admiral Koris and doing the Geth Fighter Squdron Legion provides.
