Tough choice.
I pick Vasir personally. She was a nice "Anti-Shepard" unlike a certain other JRPG reject.

Yeah Vasir was pretty good, though disappointingly short-lived. Too bad she never used the biotic charge as an offensive power.

Vasir actually seems like a "good Spectre" in some ways. I mean, she calls you out on Cerberus. You're not any better.
Spectres are complicated people, I guess.

I'd pick Oleg Petrovsky.

BioWareMod05.
Oh wait, we're NOT trying to figure out which villain is the worst and most useless? Ah. My bad.

Both were written well in my opinion. TIM was probably better written than Saren, I cannot really decide as they were very different people apart from being indoctrinated.

I don't like either character very much, to be honest with you.
--> TIM: compelling and pragmatic, but incompetant.
--> Saren: pragmatic and competant, but not compelling.
Saren lacked the screen time for me to really care about him at all, and the arrogance and brutality they tried to establish of his character was rather over-the-top. TIM is almost an improvement, but his terrible management ruins him.
And yet, both are still better characters than Admiral Anderson.

TIM ....Martin Sheen was bang on the money. It also helps that for me 2 and 3 were better games.

Saren was the better person, saren work for the better of all species, he was a true council spectre., Tim was more intelligent. more resilient against the reapers. Tim repesnted humanity will to fight the enemy no matter how low the odds for victory are.
