Arcane Warrior available without pre-quest? (SOLVED)

As far as I know, mages should be able to learn Arcane Warrior spec after they complete the quest in Brecilian Forest, right? If I'm correct, I have a little bug here: the Arcane Warrior spec became available for me right after I've hit level 7 (still in Lothering by that time). I'm playing a human mage, following the main quest line through Ostagar to Lothering, haven't been anywhere else as I've said.

Once a spec is unlocked its unlocked for all future characters. So if you unlocked it with an earlier character, it will be available to your mage.
