Whomever you like better as a character. There's no difference in EMS or anything like that.
You could choose it based off Shepard's class and gender. Saving the opposite gender gives you another love interest, although a male Shepard can romance Kaidan. But say, if your Shepard is a soldier, having Ashley may be redundant.

It's really a matter of personal preference.
For the story it doesn't matter much.
For the gameplay, Ashley can make a nice DPS/tanker when Wrex and Grunt aren't available, while Kaiden adds some nice CC and big bangs, and opens up some useful biotic combo options.

I think Kaidan is a better person, soldier, everything really.
That said, for personal story reasons, Ashley is much better for me. Her presence adds drama to the story for me.

Little known fact: In ME3 there's a secret mission failed you can achieve. If you talk to Kaiden enough he will actually bore Commander Shepard to death.

Character Wise: Pick whoever you want/like best and don't let anyone tell you otherwise. I prefer Ashley, as she is one of my favourite love interests in the game, but Kaidan is still a good character, especially in the third game.
AsheraII summed it up well in terms of gameplay. Ashley is a great head-on character as she was in the first game (give her a good maxed out Assault Rifle, like the Lancer from the DLC and let her loose), whilst Kaidan is a good crowd control character, and is especially good with a biotic Shepard. Take him with Liara with biotic boombadoom.

Depends on your Shepard, really.
But if you're looking for pure content and character quality, personally I'd say Kaidan.

Yeah just pick whoever you want. Doesn't matter. They are pretty much absent in ME2 aside from being around to make you feel like sh*t because you came back and in ME3, they are just around to question you some more even as you visit them in the hospital.
So just sacrifice the one you like more on Virmire and then put a bullet in the survivor during Udina's coup. That way you can retain a favorable opinion of the one you like more because they die on Virmire before they can become disloyal trolls.

Kaidan. People say he's boring, but personally I find him far more interesting than more popular characters like Miranda, Liara or Grunt ever were.
Ashley was good in ME1, but is downrigjt terrible in ME3.

Save Kaiden, and give Ashley and honourable death.
Ashley is one of the better written Character in ME1, but get's horrible treatment in ME3, Kaidan might be boring on the surface, but actually is quite interesting if you take him on certain missions.

Kaidan actually regrets attacking you about Cerberus later. Ash just says "you're a sh*tty commander".

Ashley's useful for her Inferno Grenades but that's a bonus power Shepard can get so you can make do with Vega in her stead.
Besides from a story point of view, you have to basically beg her to come with you which can be out of character for your Shepard. Conversations with her afterwards are nothing special unless you romance her. She was awesome in ME1 though.
Haven't saved Kaidan yet so can't say for sure.

I think Ashley adds more story wise than Kaidan, but Kaidan has a better romance. From a gameplay standpoint, I prefer Ashley in ME1 and Kaidan in ME3. He has a very useful power set in ME3

It's up to you really.
If you want to experience both, then do a play-through with each of them. I think they are both very human characters (a lot more natural and likable than most of those you meet in ME2). At least I like them both.

Kaidan is very boring in ME1 but he gets much better in ME3, at least once he trusts you, and he has a nice citadel scene as well as a great apartment meeting in the citadel dlc. The kind of friend you're stuck with but end up getting attached to.
Ashley, while I loved her in ME1, doesn't seem like the same person in ME3. I don't why exactly, aside for now looking like a barbie doll... Haven't seen her citadel dlc content though.
I'd say it's better to leave Ashley at the bomb site on Virmire, while keeping a good opinion of her, and save Kaidan. Ultimately it's just personal preferences though.

Despite not liking Ash much, I think Kaidan is too bland to keep around. At least Ashley provides the drama. She also looks cool in the N7 CE armor. She's got a classic sci-fi heroine thing about her.
