I think the only reason your Shepard would save Ash is if he's a renagade and is romancing her. Otherwise she's just a terrible person. Once I had planned to save her with a paragade, too, but she shot Wrex without her say so and so frack her!
Overall is it better to save Ashley or Kaiden?

That said, for personal story reasons, Ashley is much better for me. Her presence adds drama to the story for me.
Kaidan is rationally the better choice
From a story perspective, Ashley is better for the drama she provides for my story. I hate her, but I love trolling her, so I take her because I can have fun with my story.

I choose Ashley all the time, but after just finishing a playthrough with Kaidan alive, it's even more infuriating that Ashley was mostly forgotten about after the coup.
