When I was PUGing and wasn't sure if I could solo the entire game with something else, I chose him. He was my "I win" kit on Platinum with a near zero fail rate.

Assault Rifles are my favourite weapon class, making me like him. Overload is also my favourite Tech power, making me like him more. I don't use him that much, though, since he's so cheesy.

only use TGI to extract on Silver, you'll get there with other kits someday

I TGI when I feel like it nobody needs a reason to use a particular character but the TGI makes it so I can use bad AR's like the Revenant and Argus no problem. Same thing for the AIU I have to enjoy throwing the Scimitar on something.

I use him in one of 3 scenarios:

1. Sniper against Geth using the Incisor

He's one of the few characters to make a good job with the Incisor due to the Stability power, and the combination of Overload for stun, and stims to deal with sneaky Hunters makes him fun in this config.

2. Lobby looks like a PUG nightmare

I'm in a Gold lobby with a bunch of players with low N7's and terrible load-outs. Sometimes I quit, but sometimes I'll go for it with a crutch character. Normally TGI with Typhoon, but sometimes AIU with GPS.

3. Platinum

I'm really a Gold level player, but I can manage Platinum with the TGI/Typhoon.  I don't do this often, but sometimes the lobby changes the difficulty and this is the kit I go with.

Otherwise I much prefer:

Asari Vanguard
Shadow
Drell Vanguard
HSol
Fury

All much more fun, and more challenging.

Possibly the most one-dimensional character in the game. Well, that is disputable. But the Ghost is a true boring character.
Using grenades to refill your on shields absolutely kills any level of team cooperation (the AIU at least get a free revival, although even that is a poor use of grenades). I would recommend the TGI for first time soloers - that is the extent of his utility as far as I am concerned.
Strangely, I like the Havoc. But I would change characters the moment I see a grenade user in the lobby.

He's an Infiltrator with Overload and AR damage boost, as I like both of these quite a bit I play him regularly. The stimpacks are over the top, I think to have those give f. ex. movement speed bonus and DR instead similar to Biotic Focus would have made this character more interesting. So unfortunately he's basically immortal, taking away an element of challenge in this game, but that does not really make him less fun to play for me. As with everything, variety adds interestingness, so it is good that not all the lobbies on higher difficulties are filled with TGIs (I think he is second most used at 5% of players, unlike the pre- nerf Krysae/GI combination), and there are so many great characters to play so it is really fun to mix it up. Strangely, I also like shotguns a lot but never really got into the AIU, which in a way is his counterpart infiltrator for this. Maybe that's because he is a jetpack-equipped Turian, all a matter of personal preference.

I don't and it's not because it's a crutch class. I just don't like assault rifles. The only two I use are the PPR on the CA and saber on the cabal (sometimes)

Because I enjoy seeing all geth fall at my feet. I can one-shot pyros. PYROS. It's freakin' awesome.

when he first came out the TGI helped me get used to gold.
then i used him to get used to plat.
then i used him to get used to plat soloing.

i'll use him in regular matches, but sparingly and situationally. i refrain from the usual "BSN judgement" of those who use him all the time, but i agree with what's been said in some of the above posts. if you're seriously looking to improve your game i wouldn't recommend prolonged use.

Used him to complete my only successful platinum solo and a few pugs before that. Now I rarely use him at all.

TGI has a game mechanics bonus/reward for using Assault Rifles that other Infils do not have.

As someone who enjoys using ARs instead of the Indra (or the Saber instead of other SRs) I enjoy the TGI rewarding me for doing so.

I use him when I get the urge to use my harrier x and just watch everything die, since he's the only kit I use that gun on. A bit opd for gold but he's great if I am pugging platinum.

My crutch is the GI. I rarely play the TGI. I actually specced mine out of stim packs and run him with a Geth Scanner. He's still incredibly boring to play.

Spec stims for weapon damage, zero points in fitness, and don't take any gear that increases grenade capacity. Equip a Saber. TGI is now more challenging entertaining.
