 Nevermind, It appears its a matter of extra cost since bioware is using tools which are on a leash. Giving the fans these tools will cost them money.

I doubt this would work as there is too much division among the fans.

- Some people liked the ending
- Some people didn't
- Some people feel slight tweeks need to be made
- Some feel the whole thing needs to be redone

and even among those who want change:

- Some want to go to the Dark Energy Plot
- Some want to expand the Organic/Synthetic plot
- Some made a new plot involving Element Zero
- Some want to try something completely different
- Some just want a happy ending
- Some would prefer to keep the bittersweet style ending


this would just be kicking the hornets nest because there is no way to satisfy everyone.  Somebody is going to be upset about what happens.

Fans can barely agree to disagree due to how sensitve a subject the ending is for people.

Better to just move on and let Bioware work on the next Mass Effect game with the feedback they have been given (thogh I hope the feedback doesn't cause them to have second thoughts if the story needs to go dark and emotional).

This I can agree on, releasing a toolkit would help the creation of some funny and memorable content. As long as people keep things in perspecitve of what they are working on, it could be really great.
