No it's "tis", because Germans don't know the "th" and use the rough "t". I'm from Germany, so I should know it. In my native Saxon accent it's also "dis"
There is the ''t'' and the ''z'' fraction. My first language is (Austrian) German, in our schools teachers want us to spell the English ''th'' as ''z'' because we simply cannot pronounce it (or its just hard) the proper way. However, some of us German speakers think saying ''zhis'' instead of ''this'' sounds horribly stupid so they use a hard ''t'' instead.

In DA2 it's a little bit difficult to determine, because she lisps a bit. Some parts sounds German, but she also uses e.g. the "th". A real German person would only use the "t", e.g. "tis" and not "this".

Yep from Nevarra... I would assume she would still consider herself Nevarran even though she stayed in Orlais and didn't go back to Nevarra after her village got ramsacked by those mages. Kind of like how Leliana considers herself Fereldan even though she lived in Orlais from a young age (and has a strong Orlesian accent).
Being the ignorant sot I am with accents, I always assumed Cassandra's accent was just like Leliana's, albeit more gruff though.

The title "hand of the divine" is an honorary one. The question is more if Seekers can be legal heir and if Cassandra took vows (like Sebastian) or not. Although, as shown by Alistair, when there is nobody else left it doesn't really matters.
