Where are people getting the idea that pre-order armour will be DLC?

To be fair...You CAN get most of the pre order DLC items. You manually install them. No promo code usage necessary from what I've read on the DAO wiki, and a DAO forum as well. I'm actually going to be testing it out later today, as I'm wondering myself whether or not it's true...
