Omega or Citadel DLC?

Omega felt more "stand-alone" and not really part of ME3. You don't have your squad and the decisions do not impact anything other than your War Asset score. It's fun, but feels more like a shooter than anything. Also, you don't get to leave the station. Once you begin the DLC, you're in for the full ride and you stay on Omega.
Citadel is a thing of beauty! If you love your NPCs/Squadmates and the banter/interactions between them, the you will be very remissed if you pass this up. It's chock-full of awesomeness. Everything from the mission (that has a twist ending, if you will), to the mini games, to the Armax arena. ALL of it! AND you can either do it all in one go or go back and forth between missions post Citadel battle w/ Cerberus.
I cannot stress how awesome this DLC is.

because then, you will have all possible squadmates with you. Sure you could wait till after Horizon (when you have met every ME2 squadmate, but then you won't really have time to enjoy things like the armax arena, casino, etc and make use out of the rewards those give you

Play the mission segment whenever you want, but do the follow-up after Horizon so you have every available character.

Citadel, on the other hand, is probably the best DLC ME3 has gotten. It provides character moments, laughs, tears, nostalgia, more time with your favorite characters, more laughs, WREX, two awesome and high-quality new weapons, a number of weapon mods, and a combat simulator for when you just want to experience some good ol' Mass Effect fightin' without replaying the entire campaign or loading old pre-mission saves.
It's not even a contest.

Omega doesn't have anywhere near the amount of content, and it's a pretty linear and disappointing effort for the price.

And I think the reason Bioware couldn't put more content in is because their working on Dragon Age III and The next Mass Effect game. Either that or Carrie Anne Moss was asking for too much money which would explain why very little effort was made into this DLC. In fact, i wouldn't be surprised if that's exactly how it happened.
