Most guns get 25% more damage from I to X.
Infinite ammo guns are ahead of the pack because they get a bigger clip size while levelling up.
PPR is ahead of those since it felt like taking 34% damage instead, because the PPR cares not for your rules.

Game's actually really consistent about that (except for the PPR as far as I know, I'll check tonight). PPR is also ahead because of the 4x damage ramp up.
PPR is effing ridiculous.

A few will be slightly off of 25%.
The Harrier for some reason is 21.9%.

It's powerful, sure, expecially vs bosses.
But the huge recoil, small clip and terrible accuracy balance it, imho, expecially the accuracy, which can't be countered easily.
Also, for you is OP even at level I...may I remember you that the hurricane dps at level I is 150 more than the tempest? Are you suggesting that the tempest X is a powerful gun? Because if Y is OP surely Y-150 (with a third of the weight) is powerful, and by this even the hornet X should considered borderline OP as it provides only 80 dps less than Hurricane I, with half the weight.
It is powerful, but terrible* even at midrange, unless your enemy is an atlas or a praetorian.
*because even if only a bullet every 4 misses, and with the terrible accuracy is really possible, you're loosing roughly 25% dps.
@Cyonan: that explains why the Harrier is so popular and powerful even at levels < 5.
