Who would the XO of the Normandy be in Mass Effect 3?

Your Shepard is a silly one.  Who takes command when Shepard is out on a mission/incapacitated/off duty?  Shepard can't be there to do everything all the time, there has to be a second in command.


He can have people take care of the ship without appointing an Executive Officer. He's not letting any alliance or council goon in control of the ship - his ship.

As far as he's concerned, there's only one woman who he wants as his second.

Considering that the ship is now a sentient, free-willed synthetic life-form who basically only takes orders from Shepard (and, I guess, technically Joker when he's piloting) out of loyalty, all of the duties of an XO can be fulfilled perfectly by EDI.

While EDI has no formal standing with either Council or Alliance, there is literally zero enforcement of Alliance military protocol on the Normandy other than what Shepard encourages or allows.

Well since that's not an option. I want someone with experience and authority. Someone I can trust. Garrus.

Shepard: I overheard some of the women complaining about the condition of the Women's restroom and shower. Why don't you clean it while I'm on mission? I'm going to inspect, too, and it better be up to 5-star hotel standards. 
AO: Ma'am?
Shepard: That is not a request. You're lucky this isn't a Turian ship.

You're forgetting that Shepard's still an Alliance officer in charge of an Alliance (admittedly Cerberus built) ship and thus still follows the chain of command and hierarchy, or do you think the uniform is just for show?

VS would always be XO of the Normandy. Frankly, Kaidan outranks Shepard by ME3 anyway (see the military rank thing in the codex - Major is above Commander), and its only because Shepard is given the command that he IS in command.
Dr Chakwas is a Major. So she'd be next, though i suspect she'd relinquish command in favour of Adams.
Cortez over Vega, but only just. Vega i would happily place in command of any of my marine contingent.

Of aliens... I would NOT choose Garrus. Simple. I like him. And i'd prefer to have him at my side than on the ship... he's the person my Shepards trust most. Kaidan and Liara as well (One is my usual LI, the other is obsessed with Shep... so a good choice to have - since she can throw up some nice biotics to protect you).

Medics are not usually part of the chain of operational command (at least in the British Army, anyway). They can command staff but not fighting units.

Probably Garrus; after Tuchanka, he's the one who takes over while Shepard is resting up, suggesting he is considered of a senior rank. It may not be official Alliance protocol, but the Normandy crew put that particular cow out to pasture a long time ago. Even if his duties only extend to swapping race jokes with the pilot, it's probably still the closest thing to leadership anyone exhibits.

Ashley (after recruitment) would be the next highest rank in the Hu-Al...though Shep can brief his crew on specifics before being away for any length of time. Garrus probably makes the most sense since he's the most tactically knowledgeable and it is a ship of joint human-turian design afterall.

Whoever Shepard wants it to be. Alliance-Shmiance, the Normandy is a Spectre ship and since there's a turian already in charge of the guns, an AI flying co-pilot and a teenage quarian working the engines, on a ship which was built by and run terrorists and home to some of the galaxy's most wanted criminals, I don't think a strict military chain of command applies, at least in my game.

For me the role is filled by Garrus (dependable, loyal, a good enough leader on his own, likable), and EDI (because she's an AI and can run administration easily).

As much as I like the idea of Kate Mulgrew being in command of a starship once more, no.

Miranda Lawson. To my Shepard, she's the only one qualified for the job.

Since the Normandy is sentient, I'd say it's EDI, next up would be the VS and after that...Garrus I guess.

My Shepard isn't an alliance officer by any choice of his own. As far as he's concerned, he's only alliance on paper - a paper he intends to rip up in Hackett's face once the war is over. And the ship isn't alliance. It may fly with alliance colors and an alliance crew, but it's not alliance. It's Shepard's ship, built by Cerberus, and it's going to stay that way.

And yes, my Shepard does think it's for show. And the alliance hierarchy knows he thinks that. He doesn't give a damn about thiere chain of command. He's only helping them because of mutual convenience really. They know that he's not going to listen to a word he says, or even care. No amount of threats or regulations will change that, and before they try to do anything about it, they know that they'd be pretty much shooting themselves in the foot. Shepard doesn't care much for Spectre's either anymore, but he's still using the card to get what he wants.

Defeating the Reapers is his priority. Once that's done, he's calling shore leave for the crew, dumping them on Earth and taking the Normandy to rebuild Cerberus, alliance be damned. He'll make an offer to a few of the one's he wants, and if they refuse, he leaves them at some port and that's the end of it.

I'm sure I won't. Meanwhile, my 'private special interest' group works behind the scenes doing ethically and morally questionable acts and experiments to act as a quiet sentinel against the unknown dangers and threats of the galaxy and the advancement of science and technology, both for humanity and on a broader level for the whole galaxy. Humanity is the focus of course, but I'm going to make sure the other governments and races are kept in the loop. I'm even going to train and recruit agents of other species to make similar organizations for their own species.

Well, it won't be Anadius, but that's what my Shepard is going to be doing with Miranda.

It would be pathetic how the alliance goes to great length's to find Shepard and inform him of the resurgent Cerberus, completely unaware that he's the guy who founded it.

Of course, with Miranda in charge, and with Shepard off doing Shepard stuff, this Cerberus will be much more quiet than its predecessor. No debates or issues will arise from the experiments it undertakes, because no one will know about them. It will have several political and charity groups to use as liberal constructivist fronts for the galaxy at large to promote goodwill.

And no one will be the wiser to what it's also doing behind closed doors. Especially not with the hero Commander Shepard.

Oh, well then you have my full support. But the moment you start hiding stuff and pulling crap like the Illusive Man did on Horizon in ME3... I'm taking you down.
