...but it still does damage without detonation. Enough to kill Phantoms on gold or platinum within a few seconds.

It's a free 1000+ damage every time I Cloak that sets targets up for easy headshots, Tech Bursts or heavy melee, and also massively increases the damage of tech powers/comboes on the target for the entire team.
Or it makes Pyros and Turrets slaughter their own friends.
Why wouldn't I use it?
