Hi, I now have ranger unlocked but when I level up I can't put a point in the ranger skills.  I am at a level up point but I returned without leveling (though I had the xp) to buy the book.

Now I select ranger in the level up window but in the talents section I cannot spend points on the wolf skill.  It doesn't even have a ranger section to the talents window.

You need to put a specialization point into ranger first. Note that specialization points are not the same as talent points. You get a talent point every level, while you only get two specialization points in the game: at levels 7 and 14.
