No, this does not happen with female Shepard. Because males are allowed to hit on gay girls and females aren't allowed to hit on gay guys. /rolleyes
But it's also the fact that Cortez mentions his husband when he talks with Shepard so Shepard automatically assumes he's gay. If Traynor was more obvious than just liking EDI's voice (even straight girls can like female voices duhhh) then this wouldn't happen.
Bioware probably made maleshep dumb on purpose so he can hit on Sam. That's how I see it, otherwise I don't see why there wasn't an option for female Shepard to hit on Cortez as well. I call this bad writing and favoring the straight males.
The fact that you debunked your own theory with a clear explanation (Cortez mentions his husband, so FemShep clearly is aware of his sexuality, while Traynor is not as vocal early on) yet kept lameting some kind of error from BioWare is weird as hell and I think explains pretty well why "everyone is bi" is a fair enough approach. It helps keeping every kind of argument at a distance.
After all, it's not like "everyone is bi" for real, since not every Companion in DA2 talks about having a past with relationships involving both sexes. They're mostly "Hawkesexuals", like someone said, which means that only when you select your PC's gender then their sexuality is locked.
Basically, we could say that in the Dragon Age reality where Hawke is a woman, then Isabela is gay, where in the other Thedas, where Hawke is a man, Isabela is a straight woman. She's not bisexual this way, she actually has some kind of "customizable sexuality" that rest in the player's hands.
