I only revive if you're near me or if it's clear. If there's a phantom or something guarding a teammate's corpse, I'm not gonna risk it. Not to mention that if I revive you into a sync kill enemy, it'll end badly.
This, chances are very high that the thing that brought down the player is still around so I never go out of way to revive PUG teammates. The last thing you want is to walk into an ambush by a Phantom or a cross fire of turrets (when playing Juggernaut).
I typically circle the area where the player is downed because of this, that way I might be able to sneak up on the mob that downed the player and kill it before it notices me.

Don't be fooled. Pugs are like the decoy power. Only a bit more durable. Use your decoys wisely my friend. Pugging is soloing. Remember that.

It's actually what prevents extraction, trying to save pugs too often. But darn it if I don't go down with the ship.
... But not if it's is some super duper lame spot where every enemey has a line of sight at, like near dam lz, + including Primes. Then I just laugh & tell 'em "You crazy if you think I'd come to save your butt in that mess. So better gel up + smarten up, you crazy pugs."
Other times it's my mood that might prevent me from even making any saves at all. And go on the mic and "Hah! Like I'm gonna save anyone." And just be a donwright jerk.
