It doesn't matter what you believe.  The Leviathan are considered a super advanced organic race because they have lived and developed beyond the 50k years set by the Reapers.  No other cycle has lived past the harvest.  Further the Reapers are 20,000 - 1 in terms of winning the war. 

Whether you choose to accept it or not the Leviathan and Reapers are in a different category than the rest of organics until such time that a cycle is allowed to live long past the harvest.

Super advanced gives off the impression that it is the pinnacle. 
Reapers that take 3 months to get somewhere are not very advanced for me, they're only a couple of levels of up in technology.
The Leviathans are worse in that considering what they have been through.
To call them super advanced, you would have to made up new terms like uber advanced, super duper advanced and so on for greater technologies.

I dunno. If it takes the Reapers 3 months to get where it would take everyone else decades or centuries...I'd say that's advanced.

Who's more advanced, the neandarthal who has to run everywhere? Or the Mongolian who rides a horse? Or, the astronaut who pilots a spaceship? The reapers are more advanced, they can do things no one else can. Even the few advancements the current cycle undergoes is based on Reaper tech.

Heck, when you think about it, all the tech is borrowed. Take Earth; once the relay was found scientific research stopped and switched to relay research. From that point on, most of the tech humans had was based on borrowed tech; it wasn't discovered by humans.

That's the problem with the cycles. Even if your chance of failure is low, if you keep rolling the dice sooner or later you're going to get snake-eyes.

Someone already evolved pasted them, or millions already evolved past them.
It would not take much for other beings in other galaxies to surpass this old and stale Reaper tech.
100,000 years would probably be more than enough.

I imagine if a billion year competent organic race faced the Reapers, they would only need 1 scout ship to disable the Reapers.
The Reapers are so incompentent a  new race can just wreck their fleets barely after achieving space travel.
They're certainly not the pinnacle, hell supposedly the Crucible is above the Reapers technology wise.
That tells me everything I need to know about how advanced the Reapers are.

What goes on in other galaxies doesn't count. The game deals with the Milky Way. Hypothetical aliens that are older then the reapers, no matter how enammored you may be of the idea, aren't in the equation.

What IS in the equation is the reapers. They're the apex organism for THIS galaxy as proven by the fact they defeated every single race they encountered. Beat them so bad we only know the names of 2 or 3 out of who knows how many hundreds of thousands of species that had been harvested.

If your definition of incompetents is winning every single battle and achieving your goals almost 100% of the time......well, let's just say you have an interesting definition. Merriam-Websters might disagree, but whatever.
