Or can you only use blood magic through a deal with a demon?
Is it possible for mages to learn blood magic anywhere other than a demon?

In my opinion, yes. Although according to the game it was originally taught to mortals by demons, but it is not required. I remember reading it was more of using the body to the physically harness magic from with in one does not need favors from spirits or demons. But gaining a spirit or demons help makes it stronger and easier to use. So in theory its just magic using a different medium, so its learn-able from anyone who can teach it.
Lets give an extreme example, Imagine having to carry a thousand pounds a thousand miles. Now imagine your options are...
A. Do it yourself with little mana/health potions taking several days because your body is lacking the immense power needed even with magic.
B. Learn from the others helping you move the rock and use blood magic; In this case your blood level are to low and need to charge;Your anemic.
C. Make a deal with a demon or spirit who offers you help by enhancing your power cutting the time in half as well as boosting your bodies ability to make blood so your no longer become anemic as quick.
What would you do?
Remember demons are tricky and even spirits can change/become tainted. That is the principle of blood magic;Temptation. Those who are either Greedy, Sloth or Tempted by power. Hence why a good portion of blood mages become abominations. The damage to one's self and sacrifices needed to use such powers is why it is "Forbidden".

Jowan said he learned blood magic from books. So I suppose so.

Yes. Some scholars believe that blood magic was taught to humans by the Arlathan elves. Jowan learned blood magic through books on blood magic. The Orlesian Warden from the Circle of Magi can ask the Baroness to teach him blood magic, at a point in time when he (or she) believes that the Baroness is simply a mage. The World of Thedas reads that some mages in Tevinter teach their apprentices blood magic.

One time Anders said to Merrill, "So when you first did blood magic, you didn't actually make a deal with a demon, right? You cut yourself and realized the power?" But then later he's like, "To learn blood magic, you have to look a demon in the eye and accept its offer."
So which is it?
I think there are a few ways to learn blood magic. It doesn't sound impossible to teach yourself how to do it without a demon's help. I'm sure there are books on the subject. And as someone pointed out, most Tevinter magisters use blood magic, and I doubt they all learned from demons.
