After LotSB if you say that you will invite Liara up to the ship "next time." Can you actually invite her up later? Because I did that and now I can't talk to her again so I don't know how to make "next time." Happen. Any advice? Did I lock this from happening or what?

Try going back to her base to talk to her and see if there's an option to invite her back. I'm pretty sure you can still do it.

You may have to wait 24 hours (or advance your system clock 24 hours) or complete one mission (requires a Mission Complete screen).

Yeah, if you say 'see you next time', then the next time you talk to her after leaving will automatically trigger the date.
The last time I did that date was really awkward. After acting all sensitive about me taking losses on the Suicide Mission, she then asked how I was going with my new girlfriend Jack- who was one of the three who died! Good going Liara...

Ouch! The writers/editors generally do a good job of tracking this kind of stuff, but I guess you can't expect them to catch every contingency.
