Episode Four was a mess from the beginning. The plot wasn't nailed down at all. Darth Vader is not Anakin, Luke and Leia are not siblings, and the official novelization cast the Emperor as a weak man controlled by his advisors. Nothing like what the series ended up being.
If you think an interstellar resistance movement that only has one base and a few dozen star fighters poses any threat to an empire that spans the Galaxy and has a military that includes tons of Star Destroyers, I don't know what to say. Why even bother deploying the Death Star when you could just jump a few Star Destroyers into the system and have them bombard the planet? There are certainly less design flaws that way.
The base is important because, as you say, the leadership is there. If you take out a cellular movement's central leadership, they would be terribly crippled. Possibly for years. Plenty of time for the Empire to focus on crushing individual cells before the organization can put itself back together. And besides, as per the Tarkin Doctrine, the Death Star being operational means it can simply destroy any planet even suspected of harboring resistance to the Empire. That's why the Battle of Yavin is important.
So in this instance, the new canon (and the old EU for that matter) is an improvement.

Yeah, I always got the sense that in Ep 4, the Rebellion was a dying movement that had been hunted to near-extinction, with most people having long since become resigned to life in the Empire after having lived under it's tyrannical yoke for 18 years.
Blowing up the Death Star changed that, as it showed that standing up to the Empire wasn't just a pipe dream held by some holdouts from the old Republic, but something that could be done even against an almost unstoppable force that could wipe out entire planets, giving hope to the people (hence the title). The senseless destruction of Alderaan also rallied people to their cause and bolstered their numbers, hence why they have a far larger fleet and small army by the time of Ep 5 and 6.

In a ways in doesn't make sense though; you'd think that the rebellion would be stronger when the Empire first kicks off, and everyone hasn't lived a generation under the rule of the brutal and oppressive regime. Or are you saying that by Ep. 4, the rebellion that may have once been numerous was on the outs?

The rebellion was fairly young. It didn't start off as soon as Palpatine took over. The regime became more and more oppressive and brutal over time. Palpatine was a hero at first, remember. He had ended the Separatist Threat an all that. No more clone wars.

Not really, actually it makes more sense the other way around. Alright, Godwin's Law: The Nazi Party was rather popular at first, many people saw in them the "New Order " (wink wink) after horrible years of WW1 + turmoil of the weak and rather corrupt "Weimar Republic". And hey, it was all the Jedi, I mean Jew's fault!
Only after some years of oppressive regime some little sparks of resistance flamed up (ironically only yesterdayone of these sparks happened 71 years ago)
As I see it: After the horrors of the Clone Wars (well, I just assume they were horrible though we never see many "real" people die in the movie, only droids and massproduced-clones are involved after all) and the whole annoyingly incompetent rule of the REpublic the Galaxy most likely embraced the new Order, the Emperor, the stability he brought. And only later (just look east of Europe to a certain very big country...) the galaxy slowly realized how much freedom they lost, and how the Empire affected their lives to the worse.
And I am curious in that regard to see where the new trilogy goes with that, because as far as I am concerned that Endor-victory came much too sudden, and the trilogy never reall gave me that feeling the whole galaxy was against the Empire. Well, those extended scenes in Ep. 6 tried to give me that impression, but it's not that much (if only they had shot the last part above a city-planet like Corscant back then, not some backwater-planet full of teddybears...). With the First Order still holding its grip around the galaxy in the Empire's stead? And the Resistance still trying to fight them, I think it could be very interesting and quite different from what the EU tried to establish (though I liked that just as much! Until those Vong came...)
Anyway....many rebel bases are better and make more sense, a good retcon, even though I still don't even see it as one.

I mean remember Datoonie there was an abandon rebel base there, a sure sign that the Rebellion was scattered across the galaxy. The Rebellion probably didn't start grouping together until after the destruction of the first Death Star.

Dantooine was their previous base. Yavin 4 is their new one. And they most likely weren't dying. they were small, but growing. And they had, according to ep 4, just won their first major victory. I seem to remember them being reffered to as a "small band of rebels" too.
