If you want an N7 reskin, I suggest using one of the texmodded versions made available.
I've personally done a bunch of variations of the Spirit armor in HR, you can find the project under my profile.
You can 'remove' the helmet through a coalesced edit, btw. Should be able to find information on that in the modding threads floating around in this subsection. It's the same deal for the Ajax, Defender etc.

Kai Leng's does have the same texture-wrap as maleshep's but you'd be sporting a Cerby logo.
So yeah, I'd really recommend the texmod method personally.

You need to edit your coalesced.bin file to add all of the extra appearance options. Basically, you can add anything into any slot, and then add "invisible" entries to hide body parts.

*NOTE: This is a heavily modified Coalesced.bin file, and it should not be used while playing multiplayer. I recommend you copy my settings for outfits from here into your own Coalesced.bin file, rather than using this one if you plan to play online.*

You only need to copy everything into the Torso, Helmet, Arms, Shoulder, & Leg areas. If you want all of the casual outfits, or even want to wear an armor set as a casual outfit, then you can go ahead and copy those entries into the Casual Appearances.
Once you have added all of the appearnce options into each section, you can then mix and match in-game. I tried to include everything I could think off, including armor sets with and without their helmets.
Using the armor locker, you should first set every armor piece to invisible (I think it's the 8th choice for each one). Then, you can start to add pieces. Virtually everything has been added in every slot, so you can use the Chest area to select a full body armor suit, and then Shoulder area to select a different helmet, etc. etc. Items will overlap, as you see, in my previous post, where I used 2 different head accessories.

Walking around the Citadel in Cerberus armour just seems ridiculous, and I am sure I'm not the only person who thinks this.
Sadly none of these mods are an option for console users.

This goes back to a conversation on these forums back before ME3 was released. The main idea is Lore. Cerberus is a science & R&D heavy organization, that is constantly looking to give humans--including soldiers--each and every edge they can come up with. So it makes sense that Cerberus would have incredibly advanced projects in relation to armor and weaponry, so much of the stuff is Cerberus tech.
Think about it: Militaries use standard issue gear and weapons. Private development defense contractors are the ones that come up with new armor and weaponry, so they will have it before soldiers will. And if a project is cancelled/not adopted by the military, it doesn't mean all of the items instantly vanished. Cerberus has stockpiles of advanced weapon & armor projects, and according to the novels, also possesses a hefty amount of vehicle tech....but sadly, only think we ever saw from that was the Hammerhead.2
