I purchased Mass Effect 2 a couple years ago on the Xbox 360 and i bought almost all of the DLC for it. 
I am going to buy Mass Effect 2 on the PC soon. Will i have to buy all of the DLC again? Or does it transfer over?

and will registering my xbox game on bioware forums help at all? What does it even do?!

DLCs are platform specific, so, no, they do not transfer.

No sadly. They would lose ALOT of moey if they were.
