I didn't find a faq on these forums for RTO.
Does anyone know if there's a character level limit for accessing the RTO DLC once it comes out?

i don't think theres a level required to enter , i belive you can go there after lothering

You can go as soon as you can access the party camp, from what I understand. So yes, after Lothering.
