Right now, I'd have to go with the PPR. Perfect accuracy, high damage, infinite ammo, decent weight.
Kind of boring to use after awhile, but doesn't really have a downside.

What's yours?

EDIT: I meant most effective, best all around weapon.

Again, more effective still isn't definite. There is a difference combat and utilitarian effectiveness.

And the flaw you're looking for in the PPR is that the ramp up makes it less effective in CQB.

PPR -- You can work around most of the CQB issues by packing the Geth Scanner and planning ahead a second or two.
