Naw, you can also see she has more bosom than usual. The uniform model seems to be the body/torso model aswell. Or Weiss got herself a breast enhancement treatment between Volume 1 and 2.

It is important to pay attention to every detail. Whether pointing out specific details you observed is a good idea or not is another question entirely ("Hey Weiss, do those breast implants come from Schnee Company too?" for example is likely to have you see the pointy end of her sword).

Maybe Monty realized how Weiss has dat A-cup Angst compared to her team, so he gave her larger boobs.
His other option would be to confirm the Weiss Booty's existence, so I say good call on Montys part.
