They've honed both the comedic side and dramatic sides in terms of dialogue. You can tell that they're building up for quite a few story arcs to play out. Belladonna is going to be getting a hell of a bigger role this season, I really loved that scene between her and Ozpin. Secrets can't stay hidden forever.
It comes with the series as a whole, and I'd expect an awful lot of the animated shows that influenced it would have a similar flip-flopping between ludicrous slapstick and storylining stuff. It's not my preference either, but I'd say they're handling it with better execution than Season 1....but I do find the execution with the way it shifts back and forth in tone to be just a bit jarring.
