Well, I am used to arcs in Anime being whole seasons like it is in Fairy Tale. Only 4 episodes is like a mini-story while an arc is the overall story.

It's always worked with sort of small arcs between 4 to 2 episodes . Welcome to beacon 1-4 initiation 5-8 leadership 9-10 Jaune bullying 11-14 faunus Blake 15-16 and 1-4 investigation 5-? the dance. At the longest the dance thing will be 4 episodes.

An arc is a consistent story. An overARChing line along which a series progresses. A season (or to go with the printed media terminology that RWBY is using for some reason: volume) can be one big arc, or several smaller arcs.

Maybe. When I look at it, I see it as a Giant puzzle being put together. You can't call 5 pieces of that puzzle it's own puzzle. That's my take at least.

Let me rephrase my wording:
For as long as the story progresses along a clearly definable, consistent story, it's one arc. Like say a literal work that goes over more than one book. You have individual chapters in a book, each of which progress the story. All of them are feeding into the subjected story part that this one book covers. The book itself feeds into the overall story of the entire literal work, but it has a definitive start and end (first and last chapter of the book respectively).
It is hard to explain because it's really just a different term for the same concept across a multitude of media.

Much better. I look at definitions and wording from a technical standpoint, so I can tear it part and see what it's really about.
Example. A button says do not push, so instead of pushing it with my physical hand, I place another object underneath it. Then I push it. The wording should always be more clear.

it's hard to explain since it's such a malleable subject. Arc, chapter, episode, all those are interchangeable terms that apply to a subject whose own dimension are solely defined by how the creator chooses to. Any of those terms can be as accurate or inaccurate depending on how any piece of work is set up, how the stories of each work interlink, or if they interlink at all as opposed to one flowing narration like say in "A Song of Ice and Fire" where chapters aren't a progression, but merely another perception of the same in-universe continuation.
