Difficult question, however I'd say the brutality of Rubys fighting style would win out.
Not to mention Ruby can Ninja-port around, Weiss can only glide fast. So she get's the agility bonus too.

It's kind of hard to determine who is the strongest one of the bunch. However, based on the shows and the trailers, it seems that Blake is the one the relies on team work the most. Just something to consider.
