Maybe her skirt is made of a special semi-permeable material that can function like a hydrodrive. If she "lifts" her skirt, the water will pass through the materials membranes, but when she pushes it back, the water will be forcible pushed out backwards, creating forward motion.

I bet Ruby swims like an octopus!

Ruby would lose her Cloak, weapon, and corset,
