The more I think about it, the more I think the volume finale was pretty clever. It tied up so many things at once, while leaving the fans hungry for more. It was nice to see that the RWBY team wasn't scared to go over 12 minutes, even if three minutes were used on the opening and ending scenes.
While the fights weren't on par with the giant crow thing (sorry, Prince) or the trailers, they both had the feel of an action movie in a sense. I think what leaves many people feeling like it was underwhelming was the fact that it wasn't a super climatic finale. I can accept that. It seems that Monty is happy with keeping self contained stories within a larger plot, and that is fine. Even if the plots aren't interesting sounding, the writers make the plots interesting.

The mobster plot, the white fang plot, Blake's backstory. Human vs Faunus relations, who Velvet is.
It also introduced some things, such as...
A new enemy faction and a Ozpin and Qrow subplot (it seems).

I can really just evaluate a story on how much entertainment I'm taking from it while I'm watching in the first viewing (And in the first time ever, repeated viewings with RWBY [counter is up to 14 by the way])
I'm starting BatBlake now Clone, will be done in an hour or so, there's a lot of black and I can only put so much pencil to the paper at a time.

Well, to be fair, Velvet only had a name because they knew they wanted to use her later.
She could have been any old generic Faunus, but it was Velvet, and at some point, they are going to delve into who she is (maybe not necessarily as a focus, maybe we see her and her team in the line up or something.), or they won't, and she'll be one of those named and faced background characters that have no connection to the story.

Of the things you mentioned I only agree with Blake's story.

We were provided with context on the White Fang, true. But this season willfully ignored why Roman/Cinder needs all that dust for.
