I don't know why Apple/iTunes doesn't sell music here. I suppose they haven't yet reached an agreement with authorities or simply don't care. As for Amazon, its digital music store is only available in the US.

Yeah, don't start yelling at Apple like they're at fault, Liam. A lot of times it depends on the laws of the countries and their authorities.

Ex- PS4 in Brazil being like $2000

Doing a little digging I found someone tried to contact AGADU (General Association of Authors of Uruguay) about this last year and their response was that the only barrier was imposed by Apple citing market issues (probably the size of the potential market isn't very attractive). I'm sending a couple of mails to both AGADU and Apple requesting an update.
