It’s broken. And it’s rotating.
And when it’s full you’re just not seeing the broken parts.
And when it’s half, you’re seeing it from the side. So half of it is just split off.
And it just spins so it has it’s own phases.
It’s not like our moon where we’re always seeing the same side.
So, I mean, just think about that.

EDIT:Wouldn't it also have different phases because of Lunar eclipses? Or maybe it's orbit causes them to not happen.

Well, sun lines up with the moon for an eclipse, if the moon rotates, it'd make an eclipse more unlikely depending on how fast it moves, and that also means it'd last for a shorter time.Gravisanimi wrote...
So clearly, this is not Earth, because of the geosynchronous orbit of Luna(scientific name for the Moon).
Unless it's a far-future, and something hit the moon, broke it, and gave it some rotation.
Take from that what you will.
