Judging by weapons, Weiss. But given what little we know of Weiss' attitude and personality, I think its safe to say Yang wins every time because Weiss is gonna be too full of herself to take Yang seriously enough to keep her down.
So Yang, in the end of the day. But if Weiss was able to realize Yang's a serious threat, I think Weiss has got in the bag with all the capabilities Myrtenaster has using dust.
