Really? The Tokyo Tower isn't jumping straight into your eyesight when you look at it?
... and that pyramid structure is a rendition of the Shimizu, a city contained via a pyramid structure inside Tokyo bay that would accomodate around 750000 people, a city with the city so to speak. And it's tsunami proof!
If anyone is interested, check out Discovery Channel's Extreme Engineering episode 4 from the first season, it's about that project.
