I would want to restrict it to 1 entry per user and a 800 submission cap.

Review them, approve one(or however many they had stated), then wait about 2 weeks, start another one.

VLADs history is 15 years before RWBY and more closely connected to my AU rather than the series itself. As everything that happens in the AU is 100% VLADs fault...except Volume 3: Rememberance...
But that's for another day...
