I really doubt they'll actually be forced to sleep on the floor for the entire year, the students haven't even been properly initiated yet, they'll likely get proper dorms afterwards. As for the explosives thing everyone on the grounds is carrying a highly deadly weapon or two of some sort. Really, what are explosives on top of all that.
