Well, who says she's artificial in the first place?
I mean sure, she's obviously inspired by Pinnocchio, but other than her poor social skills and awkward behaviour (which is easily handwaved as having had little familiarity with people) the only thing that is leading to that line of thought is her weaponry. Which by the way is obviously stored and utilized with by her backpack during the fighting scene.

But Penny a bit more so, and her ability to pull down a VTOL by herself and no support from other wires leading to Ruby asking "How is she doing that?" help give evidence to Penny being a robit.
It can really go either way at this point.
And at least Penny being a robot has more basis in canon and sanity with evidence than this monstrocity does.

Actually I am very sure we saw some of her swords attached to the wall as counterforce/balance, so the apparature of her weapon might just be winding in the VTOL. It doesn't explain why Penny is not lifted of the ground in that situation, but I can handwave that as a small logical error.
I have however no doubts that she was just dragging the VTOL by herself and instead some motor inside her backpack was doing the work with the rearwards planted sorts providing the stability/anchor to draw the aircraft to.
