I can deffinitly get that vibe from him, and I wouldn't mind that at all.

I agree, it looks like there is some odd scarring on his lips, but that may be the lighting, or he may just need lip balm or something.

I don't get what made you people think that those achievements have anything to do with recruiting

That would be interesting, you meet him in game, but can only hire him with the DLC. It would follow trend with how DA:O has in game DLC selling.

I like this idea.

He is an old soldier and been too many times next to explosions and screams of death. He can't hear the whispers of love no more.

BTW, I wonder if he is a First Contact veteran?

Meh, actually, it'd probably be more like a one-time thing. Him and Shepard are both career soldiers. They know they can't afford to attach themselves to anyone. I'm sure recreational sex isn't any more taboo in the 22th century than it is in our own times.
