Where in mass effect can I buy Weapon mods and ammo mods?? Is there a "Black Market" where I can buy them?? Because every time I go to the usual places to buy, the only sell Weapons and Armor. There's never a plave to buy "Spiecial Ammo" or "Spiecial Weapons". Can some one help me out here??

For the most part, you can only pick up after/during a fight or when you unlock some crates.

I believe the Hanar on the Citadel and Noveria have an upgrades option which may contain some ammo mods.

OK, thank you for that info. I collect every thing I can get my hands on during a mission. But most of the items I collect, ammo wise. I'm unable to apply to my weapons......Also one more question. I come along to objects that I'm unable to access because I don't have the TECH nor some other Experience that I need. I'm pretty much filled up with my experiences, but yet I'm not able to "Hack" in to said devices. Any suggestions??

You need someone in your party with decryption or electronics skill. This means either your character or having Tali, Kaiden, or Garrus with you. Most things are decryption, though. For easy locks it takes 1 point, for medium 5 points, for hard locks it takes 9.

As for applying ammo or other upgrades, go into your inventory screen, select the weapon/armor you want to upgrade(note that you have to have it equipped on one of your party members), then select an upgrade slot. Level 1-6 weapons have one upgrade and one ammo slot, level 7-10 weapons have two upgrade and one ammo slot. Armor of level 1-6 will have one upgrade slot and 7-10 will have two.

OK, I usually do have one of those three individuals with me. But How do I use their "Talents" to hack?? On the other front about My Weapons & Ammo, I just thought there might be a "Black Market" some where that I can buy mods that I can't find elsewhere.

Just click on the item. The game automatically uses the highest ability score in your party. If it says "skill too low", none of your current party members has enough skill.
