OK, no matter who I have with me when I come across an
object that tells me that my "Skills Are Too Low" I can't do anything
about it. There has to be some way to build up skills so that I can access
these devices.....I'm almost across the board loading up on every single attribute.
But still I'm dead in the water. Can someone PLEASE help me out with this
issue???

Thank You.

The Electronics and Decryption skills are required to unlock or hack objects. Objects are categorized into Easy, Medium, and Hard levels. These levels determine which level of your Electronics or Decryption skill is required to unlock/hack the object:

Easy = Basic Overload (Electronics)/Basic Overload (Electronics)
Medium = Advanced Overload (Electronics)/Advanced Sabotage (Decryption)
Hard = Master Overload (Electronics)/Master Sabotage (Decryption)

The object will show what level is required by displaying something like:
Crate: Easy Decryption
In this example, you need Basic Sabotage (Decryption) to unlock the crate.
If you do not have the required skill, it will display Skill Too Low. For example:
Crate: Skill Too Low

At least one person in your squad -- either Shepard or a squadmate -- is required to have the required talent (Overload or Decryption) at the required level to unlock the object.

Engineer, Infiltrator, and Sentinel Shepard have both Electronics and Decryption skills in their talent trees.
Kaidan, Tali, and Garrus have both Electronics and Dectryption skills in their talent trees.
Liara has only Overload in her talent tree.
Wrex and Ashley do not have any of the unlocking abilities.
If you unlocked the Overload and/or Sabotage achievements (use Overload/Sabotage 75 times on enemies throughout the game; can carry over across playthroughs), then you can select Electronics/Sabotage as a bonus talent for Adept, Soldier, and Vanguard Shepard when creating a brand-new Shepard.

Hope that helps.

I have tried all that, but it dose not work at all. It's mot like Mass Effect 3 where I can use a squad mates talents. So my question is this. Start the game over and pick Shepard as a Infiltrator, Sentinel,or Engineer so that I will have access to the necessary equipment?? I just don't remember having a choice when I started the game except for Soldier. I'll give it a shot and start over again and picl Infiltrator or Sentinel.

Are your squadmate skills high enough? That is, do they have Master Overload (rank 9 Electronics) or Master Sabotage (rank 9 Decryption)?

Another question would be: Where are you in the campaign?
There is one spot in the campaign where you MUST be an Engineer, Infiltrator, or Sentinel with enough points in Overload and Decryption to unlock some objects. That spot is on Virmire where you are just outside Saren's base with the Kirrahe's Salarian Infiltration Unit. Since it is just you and you have no squadmates selected -- they are standing by themselves outside -- only Shepard can unlock two objects. One gives you a codex entry, which I am pretty sure you can also get later in the mission, and the other gives you some crap inventory, Phoenix VII armor or something stupid like that.

The only other thing I can think of is your game has glitched, in which case I cannot help you.
