Does it actually increase power damage?
I tried it out, granted it was the eyeball test and on Tali and Liara, neither of which have super high damage powers and I couldn't tell any difference.

It is supposed to, but like you, I am not actually sure it works.
Even with max power damage from passive and outfit, Tali's Energy Drain does not fully-strip a Centurian's shields. With the power amplifier mod it does not seem to make a difference.
I would have to try it again to be sure. Maybe I am misremembering things (Tali is dead in my current playthrough).

I tried to test it first on the Ardat Yakshi monastery mission with Tali (had it on Liara too, but Warp and Singularity are DOT, and Singularity has physics interactions). Anyway, Backfire did 2 bars of Cannibal damage either way. It seemed like Energy Drain dropped a Marauder's shields regardless as well.
I then went to the ExCerberus Scientist Mission and took Tali and EDI, but tried to test it with EDI and Overload. But I didn't get a great test there either, but it seemed Overload would do 2 bars of CAT health damage.
I might redo it and try to focus on the shields or something. If it is a standard additive bonus, it may be that it is too small when you have nearly maxed characters with bonuses all over the place. Not sure. Oh well.

I have a level 60 character I can test it on, so I can test it tonight. Might be best to test it on an Atlas or Banshee or Prime, something with a lot of shields.
Tali (Energy Drain) or maybe EDI or Garrus (Overload) might be the best bet for testing, since the shield bonus (should) be calculated after the standard power damage bonuses.
So for Energy Drain/Overload, the total shield damage should be (Base Damage + Sum of all power damage bonuses) * shield multiplier bonus, so theoretically you should see a more noticeable change when you have the Power Amplifier mod on/off versus shields.

I had tried E-Drain vs the Banshees in that mission, but it seemed to hardly do anything (like 2 or 3 bars maybe).

No video, but from my tests, the Power Amplifier mods to appear to work.
I tested with a level 60 Shepard so enemies would be at max health and shields.
Tested against Cerberus on N7: Communications Hub mission.
Squadmates: James (no squad power damage bonuses) and Tali.

Ah, I completely forgot about just looking in the power screen. Should have done that.
Now note that the damage is a whopping 55pts higher, which is closer to 10% bonus in total.
I guess it is nice to fully break their shields. I am not sure that it will be totally worth it on a couple of the pistols or SMG's.
